Structural Appraisal of a Mixed-Use Residential Development
As part of the Building Safety Case process, WHL Surveying & Engineering undertook a comprehensive structural appraisal of Liberty Place, a mixed-use development comprising a retained Victorian warehouse and a contemporary residential block.
Scope of Work
The assessment explored how the historic and modern structures interact, reviewing the primary structural systems, foundations, external envelope, balconies and accessible communal areas. Existing design information was also examined to provide a holistic understanding of the building’s construction and identify any areas requiring further investigation.
Findings
The appraisal confirmed that the development benefits from a robust hybrid structural design, combining traditional loadbearing masonry with reinforced concrete and structural steel framing. No evidence of significant structural movement, foundation distress or instability was identified during the inspection. The original warehouse and the modern residential building continue to perform effectively as a single development, with the primary structural frame providing clear load paths throughout. As with many buildings of this nature, several concealed structural components could not be fully verified without intrusive investigation. The assessment also highlighted the importance of ongoing monitoring of balcony connections, roof structures and external wall systems, particularly where future façade remediation works are proposed.
Recommendations
To support the long-term management of the building, WHL Surveying & Engineering recommended targeted investigations to verify concealed structural elements, including foundation details, structural connections, passive fire protection and balcony fixings. The report also advised maintaining a proactive inspection programme for the external envelope and roof areas, alongside the planned façade remediation works, to ensure the building continues to perform as intended. These measures will strengthen the Building Safety Case, improve understanding of the existing structure and support the continued safe occupation of the development.
