Structural Appraisal of a Modern Residential Apartment Development
WHL Surveying & Engineering was commissioned to carry out a visual structural appraisal of Madison Apartments, a purpose-built residential development at 5–27 Long Lane, London SE1, in support of the Building Safety Case required under the Building Safety Act 2022.
Scope of Work
The commission comprised a detailed inspection of the reinforced concrete frame, external façades, balconies, roof areas, undercroft parking and communal spaces, together with a review of available architectural drawings, fire safety documentation and other relevant records. The appraisal focused on understanding the building’s structural form, identifying any significant defects or alterations, and assessing the overall stability and condition of the structure.
Findings
The assessment confirmed that Madison Apartments is constructed around a reinforced concrete frame with in-situ columns, beams and floor slabs, providing a durable and stable structural system typical of residential developments built in the early 2000s. The inspection found no evidence of significant structural movement or defects that would compromise the building’s overall stability. Some localised maintenance issues were identified, including areas of moisture ingress, weathering to external elements, isolated deterioration to balcony components and exposed steelwork, and ageing waterproofing details at roof level. While these findings do not currently present a structural concern, they should be addressed through planned maintenance to preserve the long-term performance of the building.
Recommendations
WHL Surveying & Engineering recommended a programme of planned maintenance and periodic inspections to ensure the continued structural performance of the development. Key recommendations included monitoring areas affected by moisture ingress, repairing deteriorated waterproofing and drainage details, inspecting balconies and exposed steelwork for signs of corrosion, and maintaining external façades and roof coverings to prevent further deterioration. The report also recommends obtaining original structural information where available to support future refurbishment or alteration works, providing additional assurance for the ongoing management of the Building Safety Case.
