WHL Surveying & Engineering was appointed to undertake a comprehensive visual structural appraisal of London House, a purpose-built residential apartment building at 7–9 Avenue Road, St John’s Wood, to support the preparation of the Building Safety Case under the Building Safety Act 2022.
The assessment included a visual inspection of the reinforced concrete frame, basement, balconies, roof, external façades and communal areas, together with a desktop review of available fire safety information, façade investigations, planning history and other relevant documentation. Particular consideration was given to the building’s original 1960s construction, structural stability systems and the impact of historic alterations where original structural drawings were unavailable.
The appraisal confirmed that London House retains a robust reinforced concrete framed structure typical of post-war residential construction, with reinforced concrete floors, columns and shear walls providing the primary load-bearing and stability systems. No evidence of significant structural distress or movement affecting the overall integrity of the building was identified during the visual inspection. However, the assessment highlighted that the absence of original structural drawings means assumptions regarding transfer structures, reinforcement details and robustness require verification through targeted investigations. The report also identified the cumulative effect of decades of balcony alterations, façade modifications and rooftop additions, together with the need to consider long-term durability of exposed reinforced concrete elements and the potential impact of surface water flooding on the basement and lower levels.
WHL Surveying & Engineering recommended proportionate intrusive investigations to verify concealed structural elements, including reinforcement detailing, transfer structures, balcony connections and concrete condition where documentary evidence is unavailable. The report also advised obtaining original structural records where possible, implementing a planned inspection and maintenance regime for reinforced concrete elements, balconies and external façades, and monitoring areas susceptible to moisture ingress or deterioration. These recommendations provide a practical framework to support the Building Safety Case while ensuring the long-term structural resilience and safe management of this prominent residential development.
