Structural Appraisal Risk Assessment - Greater Manchester
WHL S&E were engaged to carry out a Visual Structural Appraisal Risk Assessment of a 21-storey residential tower to support the client’s obligations under the Building Safety Act 2022.
Scope of Work
The appraisal formed part of the building’s Safety Case submission and contributed to the golden thread of safety information.
Our process began with a desk study, reviewing available drawings, historic records and compliance documentation. This helped us identify potential areas of concern before carrying out a detailed visual inspection of the reinforced concrete frame, post-tensioned slabs, external walls, balconies, roof areas and the undercroft car park.
By aligning what we observed on site with known patterns of structural durability and historical defect types, we were able to provide proportionate and reliable findings.
Outcomes
The inspection confirmed that the reinforced concrete frame and stability systems remain in good condition, with no signs of settlement, overloading or structural distress. The external walls were found to be non-combustible and properly detailed with cavity barriers. Issues identified were largely maintenance-related, such as localised water ingress in the car park, minor corrosion at balcony fixings, ageing sealants, and roof drainage requiring improvement.
Recommendations
Our recommendations focused on targeted maintenance and monitoring, including resealing joints, improving drainage outlets, applying protective coatings to exposed slab edges and scheduling periodic close-up inspections of the façades. These measures will help maintain performance and ensure risks remain as low as reasonably practicable.
Through this structured appraisal, WHL S&E gave the client clear assurance on the building’s structural integrity, delivered a prioritised maintenance roadmap, and supported compliance with the Building Safety Act — helping to ensure both resident safety and long-term resilience.
